The Office of the State Council Work Safety Committee initiated an immediate nationwide comprehensive safety overhaul covering the entire fireworks and firecrackers industrial supply chain on February 20, 2026, following two fatal explosion accidents in Jiangsu and Hubei provinces that exposed severe regulatory loopholes in production, retail storage and holiday discharge management. The national inspection campaign mobilizes joint enforcement teams composed of emergency management, public security, market supervision and transportation authorities, conducting layered random spot checks across all provincial-level administrative regions with standardized penalty benchmarks for all categories of safety violations.
The campaign targets four high-risk links of the fireworks industrial chain: factory production workshops, long-distance logistics transportation, urban retail sales outlets and holiday open-air discharge zones. Mandatory prohibition clauses issued alongside the inspection order ban multiple hazardous operational practices, including operating fireworks retail stalls on the ground floor of densely populated residential buildings, overstocking explosive inventory exceeding legal storage limits, conducting trial ignitions within 100 meters of retail premises, and setting off fireworks in closed residential compounds, school zones, hospital surroundings and gas station buffer areas. All retail vendors are required to install real-time smoke and temperature monitoring alarms in storage rooms, with video surveillance footage retained for a minimum of 30 days for law enforcement review.
Special cross-provincial inspection task forces have been dispatched to major fireworks manufacturing hubs in Hunan, Jiangxi and Guangxi provinces, where more than 80% of China’s domestic fireworks output is produced. Inspectors audit factory workshop zoning separation standards, worker protective equipment compliance and explosive raw material warehouse locking management. Production facilities found with mixed hazardous chemical storage or insufficient fire isolation walls face immediate suspension of production permits, with permanent license revocation for enterprises causing safety incidents due to chronic violations.
Urban retail supervision introduces a digital traceability system covering every batch of fireworks products, requiring unique QR code labels on all packaging to record manufacturing date, transportation route, retail storage location and purchaser identity information. Local market supervision bureaus conduct daily street patrols of temporary Spring Festival retail stalls, confiscating unlabeled, over-power and illegally modified fireworks products that pose elevated explosion risks. Residents can submit anonymous safety hazard reports via national emergency management hotlines and official mobile applications, with cash rewards granted for verified tip-offs leading to violation crackdowns.
The Ministry of Emergency Management released supporting statistical data illustrating the necessity of the large-scale inspection. In the first six weeks of 2026 prior to the campaign launch, nationwide fireworks-related accidents increased 42% year-on-year, with the two deadly blasts killing three people and injuring 17 civilians. Local governments are held accountable through a hierarchical safety responsibility system: district and county chief officials must sign fire safety responsibility letters, and administrative disciplinary measures apply to regulatory officials who fail to rectify identified hazards within mandated deadlines. Rural villages receive targeted publicity through village committee broadcast systems, explaining safe fireworks handling rules and banning children’s unsupervised ignition of fireworks without adult accompaniment. Post-campaign summary evaluations will standardize permanent annual fireworks safety inspection mechanisms to sustain long-term risk control beyond holiday seasons.
